First let me appreciate for your thoughts. The concept is widely called as KADB - Known Answer Database and mosty will be in some RDBMS

IF you are very much particular about the formatting, you can have it as a Word table - Column 1 containing the question and Column 2 the answer.

You can use Selection.Find to search for the question in column 1 and grab the answer from column 2
