I think the information you need is the first hint and the final step on page 53. Double-click a ScrollBar to open an event handler for its Scroll event. Then add code as shown in the hint to display the text when the user scrolls the ScrollBar.

(Although note that some controls were renamed at the last minute and I think that's the case here. At the bottom of the page it says hscrRed but I think the control's final name was redHScrollBar. Use whatever name the control actually has in the project.)
