What kind of infrastructure is required for making an animation movie? Generally how long it takes to make it? 
Is it possible to make it in-house? What kind of softwares are needed? For sound effects and regular/special effects...
Any relevant information would be appreciated. If you know which other sites I can go to, please let me know.

I prefer Macromedia, and I highly suggest that you take a look at their Macromedia Director software, and its showcase

I would suggest Flash Firestarter 6.5. This program (although I haven't used it yet) makes authoring Flash animations fun and easy. I have a previous version of Firestarter at home and believe me, I am still hooked to it. you can find Flash Firestarter 6.5 at www.download.com. Type in "firestarter" and it should be the first thing on the list of results
