Dear Expert,
I have used the workgroup administrator to create security file by assigning name, organization and workgroup id. The security works well when each time I opened my DB and a logon box prompt for input.
The problem is my Access DB allows anyone to copy to another desktop which is no connection to my system.mdw. Then my Access DB will be allowed to open without prompt for user id. As such, it seems all security control has disappeared.
Can you help me to protect my Access DB even it is copied to anywhere it must not be opened without my ids?

It shouldn't work like that. As far as I know there is a reference to the security file embedded in the database. If you move the database and the mdw is not in the same (relative location) then you won't be able to use it.

You need to ensure that you've removed all rights from the Admin user.
All copies of system.mdw have the same Admin user set up by default - so if Admin in your database has the right to open the database then the Admin user in all copies of Access can also open it.

I have compacted and repaired the database and converted it to 2002 format. But I still unable to convert it to MDE and meet same error message. Would you help me a help?
