Ch. 17 & 19 Apache instead of IIS

I am using XP Home and the IIS software (server) does not seem to be included in XP Home. Is there a way to use VB.Net with Apache. The Apache directory tree does not have a folder \wwwroot$\ that VB.Net seems to be looking for.
I would like to see what VB.Net has to offer for Web Developement Tools before I jump to PHP.
I am using Microsoft Developement Environment 7.0.9514 on Microsoft .Net Framework 1.0 1.0.3705
