Transfer User to new blackberry

Hi - I am somewhat knew to bes admin and I wanted to know if there is a best way to change the blackberry that a user is using (in the event they have a bad one) remotely. I know that I can do this using the Handheld config tool but I would like to do this by sending the user an unprovisioned blackberry and then having the user wipe the old one and then activate the new one. I seem to be having problems when the new device tries to activate. Any thoughts on this would be great. Thanks.
