Chap 4 Unable to create user in SQL Exprs

I am following the Try It Out beginning on page 111. All goes well up to page 119, except that in step 9, I am unable to log in as one of the user accounts available to the site.
I can see that the two user/passwords I "Allow" are present on the WebSite Admin Tool. Butlooking at the database itself, I see that there are zero users. I guess it boils down to: Why are not the two records added to the database when it appears that I am doing everything correctly? Thanks to anyone who can help. Victor V. kayuca@cox.net.
I tried using Local Intranet instead of Internet in the Website Admin Tool. No improvement. VV
I am using XP Pro, SP2, and SQLServer2005Express. VV
RESOLVED MY OWN PROBLEM. Screw eyes into head and screw head onto neck before proceeding. The Website Admin Tool says that 1 non-alphanumeric character is required in a password!! I was using letters and numbers only. Wasted a full day and a half on this! VV.
