VWD Express - Configuration Tool

I have installed VWD 2005 Express with SQL Server 2005 Express on a Celeron 2.4GHz 256MB Ram PC with 20Gigs spare disk space. I keep getting a time out message from the Web Administration Tool that is supposed to provide a quick an easy way to control user access to web sites. The apparent ease of putting user access control on a web site using this tool is the primary reason for me installing VWD.
I also have IIS running on XP Pro with all latest updates. Could it be that the built in Web server with VWD is conflicting with the IIS service already running on the PC?
Does anyone know how to sort out the problem? I've spent a week searching for a solution and seen plenty of reports of the problem on the MS sites by no soloutions.
Is there another way - using the config tool in IIS? Manually scripting the config files / populating the App DB?
