Communicating two PCs over the Intenet

Hi everyone,
I am an average visual C# programmer. I wanted to communicate 2 computers over the internet using a GUI in visual c#.
Actually my purpose is to recieve an Electrocardiogram signal at one end, whice is a PDA, and then send it to the doctor in real time so that the doctor can monitor the patient remotely.
Any help would be gr8.
