One user getting logon screen

I've just released a simple Access 2003 database to a number of users who all run it from a share on a server. One of them is getting a login screen when they try to open the database. Everyone else seems to be able to go in without problem.
I did not set any security on the database.
How can I get round this phantom login box?

Are ALL the user's running a full copy of Access or are some running under a runtime license?
Are ALL running Access 2003?

All are running full copies of Access 2003.
All I put on the share were two .mdb files. One containing the data the other containing the forms and queries.

I have a similar situation here sometimes, and it is due to another database application requiring users to submit a password any time ANY access database is opened on the desktop. The contractor did a crappy job with their access security kludge.
Is this an Access login, or some other?

I solved the problem by giving the user a copy of my system.mdb.
I think that some other Access application had put some security into this file and that was kicking in. The user has kept a backup of the original system.mdb so should be able to get back to where they were if they need it.
