GDI frame image

I am looking to work with an image file and create a frame around it using another image, like framing a picture. With the 'frame image' I have to rotate, size, flip it to build up the frame, which seems to be accomplished easily, the problem I have when I have to crop the 'frame image' corners at 45 degrees.
Any pointers would be appreciated.
