I had a similar problem once and the ISP told me that the database was
locked by a running system process.
I'm not sure if this correct, the only information I could find related to
permissions on the server.

Hi all, i have an Access DB serving a web site and once a week i uesd to
update my database manually (stop IIS - copy the new database - paste to
the old in the same directory - start again IIS). Suddenly, i found that
the system dedied to execute the "paste" process telling me that the
database is used by other users tec. The same time, the lock file of the
database disappeared while many users where hitting the pages and
accessing the database.
The paradox is, when IIS runs i dont see the database's lock file, and
when i stop IIS the system refuses to paste the new db telling that it's
accessed by Internet users.
Can somebody figure out what happens??
