Following a computer crash, my client has given me a backup copy of their
Access 2000 database which used security. They do not have a copy of the
System.mdw file. When I try to open it I get the "You do not have the
necessary permissions..." message.
Is it possible to recreate the System.mdw file?

Yes you can--if the person who created it had the foresight to write down
and save the various IDs that you are prompted for when you create the .mdw
file--the workgroup ID, the group IDs, and the personal ID of each user. If
you go into the workgroup administrator (WRKGADM.EXE) and create a new
workgroup file, w/all groups, users and IDs identical to the original, you
should be able to use the new file to open the db.
If you don't have access to the IDs anymore, I have heard tell that access
security is very easy to crack--that there are outfits advertising such
services on the web. I've (thankfully) not yet had the need to seek these
places out, so can't advise you specifically.

P.S. If they had a backup of the .mdb, maybe they have a backup of the .mdw?
