That depends on your priority.  If you are short on time and flexible on how
your app looks and behaves, then let Access do the work.  If you have time
and a specific style is important, then you can write your own.  So I guess
it depends on what you mean by "better" 8^D

You address two issues here:  menu bars and switchboards.  Menu bars are 
on all the forms, not just the switchboard.

Should you have switchboard?  Yes.  It's the best way to open a program 
and direct users to where they want to go.

Should you have custom menus?  Yes.  Menu bars often (and should) 
duplicate all options that a mouse can click on in your forms just in case 
a person's mouse stops functioning or the person is a touch typist 
(prefers keystrokes over using the mouse).

Should you have a custom menu bar on your switchboard?  Yes.  Combine the 
reasons in the previous two paragraphs for a reason why.
