access thread: Access 2000 Runtime

I have an Access 2000 Projects database ready to be rolled out and was
planning on rolling it out using Access run-time.
I am trying to install the Office XP developer toolkit on a Windows 2000
machine and then to use the Package & Deployment wizard, but it doesn't
seem to install successfully i.e. when using Add-ins in Access nothing is
available to select!
Does anyone have any ideas?
