Someone gave me the solution although its not tru coding you can copy the structure
of the DB.  I know this is very basic but I didn't know about this until this guy
gave me the idea.  For those who might be interested here is the procedure:

1)Create a blank database
2)File>Get External Data>Import
3)Selecting database with desired table structure
when the Import Objects Dialog opens:
4)select desired tables
5)click Options>Import Tables>Definition Only
