I can recommend Brinkster (http://www.brinkster.com). Even their free
accounts support ASP and Access databases. Their paid accounts
($12.95/month) allows FTP access, and for an addition $10.95/month gives you
access to SQL. I've been pretty happy with them, and they've got a
reasonably supportive ASP development community.
