Hello all,
I am looking at a project that will start with a database of 800,000
records. This database will have approx. 400,000 users a month. Now I am
assuming that this is WAY out of access' league but will SQL Server 7.0 be
able to handle something like this? What's the highest number of users a SQL
Server can handle?

Depends on your hardware.
Take a look at www.tpc.org if you want to see want can be done if you have
an unlimited hardware budget.
Cheers
