I had the same problem using IIS 5.0.  My solution to the problem was to 
check for the following.  First got to the Internet Information Services 
IIS MMC.  Then go to the site that you are having the problem with.  If 
the site represented by a folder icon then you need to right click on the 
folder and go to properties. Click CREATE next to the APPLICATION 
SETTINGS.  Then hit OK.  You may have to go to this tab if the problem 
persists and Click UNLOAD.
