Primarily the use of usability-checking software (CAST's Bobby, and the
W3C) and knowledge gained from previous experience. Unfortunately, now
that Bobby has a cost, this has driven some away - exactly those people
who are working to make accessible sites for non-mandatory usable sites.
Finding the actual software that visually impaired users use, or products
that are similar often has a prohibitively high cost; this seems to be one
common problem.
Using relativly new technology like XHTML+XSL etc, I try to separate the
content and design at the code-level to give screen readers etc, an easier
time. Using graphics isn't the problem, it's making sure that at least a
usable alternative is available. Macromedia's Flash is one example of non-
compatibility with screen readers, however, I do believe there is big
behind the scenes development by Macromedia on this front.
