Yes you can.  I am using OleDb to talk to an AS400.  The first connection 
is slow, but thereafter it performs pretty well.  I am using the IBMDA400 
provider which installs with Client Access from IBM. We are even calling 
stored procedures on the AS400 that we wrote.
