apache_server thread: Problem with Apache 2 and win2K

Pls help me...
I run Apache2 on Win2K with PHP 4.2.1.
When I start it, it's ok. then i stop it. oke
But when i start it again. It fails.
Event viewer reported that there is no listening port.
I have shutdown IIS. So there is no other web server was running.
Advice ? any issue that i don't know ? Pls i'm getting mad with it.
Forgive my bad english.

You check configuration in httpd.conf. or you can use tools Apache
configuration test in menu Apache Group.
If. you have problem reply again
