asp_cdo thread: error in sending e-mail

i tried to send e-mail using CDONT, using the NewMail object.
but i got an error message : Microsoft VBScript runtime error '800a0046'
Permission denied.
I have set up my SMTP service in IIS, and it is running.
I have checked the ASP codes with others. No error.
I suspect I miss out some security settings in IIS.

you may not have permission to send mail as the user you have chosen. I ran
into this problem sending mail from one of my domains through another
