The service is running yes. I think ive narrowed it down to the fact that
our server doesnt have a working dns and i have no place to route the mail
to a smtp server with a working dnw to resolve the MX and A records. Does
this sound like it could be my problem and if so can anyone direct me on
setting up the dns on Windows 2000 server.

Hi Shane,
I have the same problem. I am trying to send e-mail from a 2000
workstation and my SMTP service is running. My mail makes it up to the
Queue directory too and some days later lands in the BadMail directory. My
workstation is behind a proxy server. Is that a problem
Thanks,
Ram

I dont know yet. From what i know now you need a working dns on your server so it can resolve the mx
and a records of an address so it can send..
