Nate,

Can you describe your SMTP server's setup a little more in depth?  I'm 
having about the same problem on a WinXP box.

In my case, the server actually starts to send the message and notes it 
in the SMTP log accordingly, but does not finish.

Do I need to look at file/directory permissions more closely and if so 
where most likely?

It appears I had to add to the SMTP config the servers IP for allowing 
relay
through. This has allowed me to send a test message, I bet the default
installation would have allowed any machine to relay through this server 
and
the person who installed it set it to only allow relay from specific IP
addressed and then left it blank.
