Did you re-run the Internet Connection Wizard and tell it that you had a LAN
connection?

Yep - tried that, and lots of other things too. Finally unloaded "internet
acceleration" software (DSL Buster) and now it works.
My crackpot theory: the accelerator didn't recognize the reserved word
"localhost", or even "127.0.0.1", and kept treating it as an internet
address, rather than sending the request to the server on my machine. Every
time I called up an asp page from my home page on pws, it tried to logon to
my isp.
Maybe they can fix it (if that's really what's broken) - I'll ask.
