asp_databases thread: Help for Expired record!

Hi All,
I have a record inserted into the database (SQL 2000) and by link email has
been sent to the
manager for approval.
And If my authentication ASP Page has not been received by the Database
with 14 days
of the request, I have to send email for resolve this problem.
I'm not pretty much sure which the better way : to use inside the database
SQL Mail and
creating stored procedures xp_sendmail or I have to use select statement
with asp or ....
I will be really appreciate for any idea
