Remember that there are two levels of security here.
IIS and NTFS.
If you only change the IIS permission (as I did), then because the NTFS
permissions are at a higher level, they will be enforced.
The NTFS permissions are under the Windows NT Explorer, right click the
file or directory then click properties and security.
