You can access a free web service that translates a limited number of
language-pairs. You can submit text or urls and get back a
machine-translated version. Check out www.FreeTranslation.com and
follow the 'Link to Us' link. If you want to directly access the
translation servers on the web, you will have to contact them and find
out if they will give you permission and information on how to do that.
I'm not sure that they will allow that. This is a website I am running
until sometime this week when ownership changes hands. There is also a
commercial version of the service at www.plustranslation.com.

Did you just go to the web page and try to translate a chunk of text?
Are you behind a proxy server? I don't know enough about what you did
to suggest a solution. If you can tell me more, I will try to help.

The proxy server can be configured to block traffic on the port used by
the translation server, 5081. Some companies have their proxies
tightened down to increase the security level and might not let any
services through except a few like http on port 80. My guess is it's at
your end. Can you try it from a different computer that is not behind
the proxy?
