I wanna know that if I have personal web then how can
I send email using it
just like IIS??

You need a smtp server.
IIS does not send emails on its own.
It comes with a smtp server thats why.

PWS does not com with a smtp server.
You need to purchase 1 from somewhere vendor or download a
freeware/shareware or something.
Search on the net for 1.
