How do you host a Window User Control on Explorer?

The code I used on HTML is:

<OBJECT id=3D"Test" height=3D"200" width=3D"200" 
classid=3D"http:ctrltest.dll#CTRLTEST.UserControl1" VIEWASTEXT></OBJECT>


but this only show up as text box. The DLL also reside with HTML page. 
Please help...
