when opening the ThePhileVB solution. It is erroring when opening the
project named thePhileVB ("http://localhost/ThePhileVB/ThePhile.vbproj").
I web shared ThePhileVB (as per install instructions) folder and set
security permissions on that folder and below to all permissions for the
VS Developers group. This also occurs if I try to add the existing
project by itself when browsing the localhost/thephilevb application
folder.

found an answer that worked! (deleted the VSWebCache for the project)
