Where should I start to look if I want to build an app

that will (for easiness in explaining)

allow a vendor on my virtual mall to access a protected area to without my 

intervention type in and post his/her specials in order to make them 

available to any viewers?

 do you by any chance know where I can find some similar coding examples?
