Hi,
.NET framework is basically a set of compilers, code samples, libraries,
documentation, and setup of the services and dependencies required to run
the .NET Technology both Web based and window based.
Visual Studio .NET is basically .NET Framework + The development tools for
developing the .NET Applications.
So if you are having Visual Studio .NET than you have all else you would
require to build your code in other simple tools like notepad, edit plus,
etc....

The .NET Framework is the platform that runs new .NET Applications. ASP.NET
is part of that framework.
Visual Studio.NET is a WYSIWYG tool that enables you to easily build .NET
applications (especially ASP.NET ones).
Hope this helps,
Scott
