aspx thread: What is this licx file and why???

Hi everyone,
I've been building some .net web pages for fun, but every now and again I
get a compilation error about the .licx file. If I delete the file and
rebuild, everything is fine again, but I find myself having to delete this
file just about everytime the compiler creates it and adds it to project.
I recall a discussion about problems using visual source safe and this file
being "checked out" by the user behind the scenes, but I'm the only person
working on this project and I'm NOT using vss AT ALL!
What is this file and why does it keep showing up? Just to bug me?
