1. The download for Visual Studio.NET is only available to MSDN
subscribers, although I do believe you can get a CD of it from Microsoft
for a small fee - see http://msdn.microsoft.com/vstudio/nextgen/beta.asp
for more details.
2. In short, yes. In fact all you need is the Framework, IIS, and notepad!
VS.NET just adds the rich development environment, but it's not a
requirement for building ASP.NET applications.
