That's what I was thinking.  I have some web sites on NT 4.0 servers, 
and they are still running ASP version 2.  If there was a way to upgrade 
them to ASP version 3 or ASP.NET, I think they'd be doing it.  One of 
them will be upgrading to Windows 2000 Server soon.
