Which editor is preferred when coding in ASP.NET? And how would I code a
VB.NET or C#.NET file if I don't have VB.NET, C#.NET or VS.NET?

I like ASPMatrix (asp.net). It's a small download and
it's free!
And you don't actually need an editor to code in .NET.
You could use Notepad if you have it.
