At a guess it's the flash. Is the drop down in Layers? If not it probably
wouldn't happen if it was.

Don't know about Js but that's my two cents.

I'm not sure if this a Flash issue, or a Javascript issue.
I'm using a JS dropdown menu, and when the dropdown encounters a Flash file,
the .swf appears over the dropdown.
