I am guessing the page designers have used ASP or similar scripting 
language to embed the Flash movie in the page. I've also seen entire web 
pages that were Flash movies, making that sort of thing easy to do.

You can always try emailing the webmaster and asking how (in general) 
they created the effect...

I have seen as of late, some banner ads that start off very large, and

the end of their commercial, shrink down into a confined space.  These
objects 'float' over the page and do not interfer with the flow or

of the page.  Right mouse clicking them reveals them to be flash 
objects,
but I do not remember ever readying that such a thing was possible.
