I recall having the same problem... it was related to NTFS permissions on 
the web server for either:

1) the directory containing the app files
2) some sort of frontPage extention ISAPI filters (don't recall)
3) or perhaps the SourceSafe Database directory structure.

It was related to at least one of the three... I don't recall exactly.
