Try opening up the IIS control panel to see if IIS is running/check the
services to see if IIS is running. Could there be a DNS issue locally, if
you are running that... I've had that happen to me at times and it usually
ends up being that IIS didn't start and that had to be corrected first..
The event logs may show reasons. Also, the WWW log may show errors.
