I don't see the point, do you mean to redirect users without cookies
enabled to another page.
Apparently I have come across another problem Opera isn't accepting at
all cookies for the localhost, even when all is enabled.

How about a two-page solution...
Page 1 - set a cookie and redirect to page 2
Page 2 - check for the existence of the cookie
