This has been answered about a zillion times, any search on Google Groups
would have found it. There are three or four main possibilities.
If your code is client-side on a web page then as the FileSystemObject is
marked unsafe then it can only be instantiated in a low security scenario.
If on a server then it may have been blocked by the administrators or if
Norton Anti-Virus is running then this will also prevent it being used.
There is always the possibility that the dll (ScrRun.dll) is not present.
