If it is incorrect to recommend a third party product, I apologize. 
Additionally, this response only applies to IE. 

I ran into this same issue a few months back and found an article at msdn 
that referred to a product called ScriptX. It is an ActiveX component that 
accomplishes all sorts of neat tricks when printing a web page. See 
www.meadroid.com/scriptx/. There is a free, yes free, (and freely 
distributable) version available that allows quite a bit of print control.

I do not work for nor do I have any sort of business relationship with the 
company providing ScriptX. However, after using the free license version 
for several months without a single problem, I did purchase the full 
product.
