Sure, if you have a file that writes all the menu content for you,
include in all your pages with an ASP or JSP include.

Well, I don't know about your tool,
but what you need to do then is to load all submenus into the other
frame.
This seems to me like a difficult solution, and not one that I'd use.

actually the element will not b spanned over two frames but the
submenu
which u want to display in the lower frame sud b a part of all the
pages
that get loaded in the second frame...
