I am currently trying to figure this out myself.  Have you had any luck 
getting JMSAdmin to work with the Weblogic InitialContext?

My jmsadmin.config file is as follows:

INITIAL_CONTEXT_FACTORY=weblogic.jndi.WLInitialContextFactory
PROVIDER_URL=t3://localhost:7001
SECURITY_AUTHENTICATION=none
