We've had good results using ant, a Java-based build tool which you can find
at http://jakarta.apache.org/ant/index.html and which is included in the
Tomcat distribution; it is easy to set this up to build your web
applications from source, generate .war files, and so on.

There is also some documentation in the Tomcat distribution, in the
doc/appdev directory, along with a sample application.
