Hi Anita
Your newsletter will usually be the first page in your intranet project 
wherein
you'll have links like "Projects", "Members", "Downloads" etc.This is if 
you
have any intranet project already existing.If you don't have one 
already,
you still can start your project by having newsletter as the first page.
This can be done by splitting your browser window into three frames.
one horizontal frame at the top and two vertical frames in the bottom 
half.
it will look something like this.

hyperlinks  |                    Place for newsletter

So,"Place for newsletter" is loaded with your newsletter(which is a jsp 
page)...
you can have some templates wherein you can determine the look and feel 
of newsletter
beforehand.you may ask the user about all the attributes of a cascading 
style sheet
for the look and feel of your page.you may have a preview page also.
This is my help at a high level...I think this helps.
