Silverstream JSP editor is free, and not limited to their appserver.
http://devcenter.silverstream.com/ and follow the link on the bottom.
Not WYSIWYG (AFAIK there are none, at least not free), but quite good.
You can also use JBuilder4 Foundation from www.borland.com/jbuilder to
create JSP.
